EXHIBIT A <br />CITY OF PORTSMOUTH <br />SHARED MOBILITY DEVICE <br />PILOT PROGRAM REGULATIONS <br />I. Policy Statement and Purpose <br />The purpose of this Pilot Program (the "Pilot Program" or "Program") is to establish temporary <br />rules and regulations governing the operation of motorized skateboards (a/k/a e- scooters), scooters, <br />bicycles and /or electric power - assisted bicycles or other similar shared mobility devices for hire. <br />These devices as defined by Va. Code § 46.2 -100, are used for mobility, owned by private entities <br />and rented to the public (hereinafter referred to as "Shared Mobility Devices" or "Devices ") within <br />the City of Portsmouth (hereinafter referred to as `'City "). This Pilot Program will ensure that the <br />use of such Shared Mobility Devices is consistent with the safety and well -being of bicyclists, <br />pedestrians, people with disabilities, and other users of the public rights -of -way during the duration <br />of the program. <br />This Program is authorized by Vu. Code § 46.2 -1315. <br />State law prohibits any person or corporation from occupying or using city streets in a manner not <br />permitted to the public, without first having obtained permission from the City. See Va. Code <br />$15.2 -2015. <br />II. Scope <br />This Program and these Regulations apply to the provision and operation of Shared Mobility <br />Devices within the City's jurisdictional boundaries. <br />III. Procedures/Permitting <br />No Shared Mobility Devices shall be provided or operated in the City of Portsmouth except in <br />accordance with the Program and these Regulations. <br />Any individual or entity seeking to operate a Shared Mobility Device program within the City <br />( "Applicant ") must first obtain a business license and will be responsible for all applicable business <br />license fees and taxes. <br />1 <br />
