may be required to comply with all applicable local, state, and federal <br />codes and regulations. <br />(b) Prior to the commencement of construction, a plat vacating all interior lot <br />lines within the property, acceptable in form to the City of Portsmouth and <br />complying with the requirements of the Zoning Ordinance, must be <br />prepared and placed of record in the Circuit Court land records. <br />(c) Streetscape improvements must be implemented along all street frontages, <br />including those consistent with the High Street Multimodal Corridor, <br />specifically eight (8) foot sidewalks, four (d) foot landscape strips, and <br />two (2) foot buffers. <br />(d) The facility shall be operated in compliance with applicable codes, <br />ordinances and regulations of federal, state and local government, and all <br />required licenses and permits shall be obtained and remain in effect during <br />operation of the facility. <br />(e) All taxes /fees associated with the property and /or the proposed use shall <br />be paid when due, as determined by the City Treasurer. <br />d.
