AN ORDINANCE TO ESTABLISH A NEW PROJECT IN THE FY 2019 -2023 <br />CAPITAL IMPROVEMENT PROGRAM TITLED "FREDERICK/AIRLINE <br />PEDESTRIAN IMPROVEMENTS ", ACCEPT CERTAIN BICYCLE AND <br />PEDESTRIAN SAFETY PROGRAM FUNDING APPROVED BY THE VIRGINIA <br />DEPARTMENT OF TRANSPORTATION FOR THE SAID PROJECT, AND <br />AMEND THE FY 2019 -2023 CAPITAL IMPROVEMENT PROGRAM <br />ACCORDINGLY. <br />WHEREAS, the City of Portsmouth submitted an application to the Virginia <br />Department of Transportation (VDOT) for funding under the Bicycle and Pedestrian <br />Safety (BPSIP) Program; and <br />WHEREAS, VDOT awarded the City $811,000 in BPSIP funding, to be <br />provided in FY 2022 and FY 2023; and <br />WHEREAS, the award of BPSIP funding necessitates the establishment of a new <br />Project in the FY 2019 -2023 Capital Improvement Program; and <br />WHEREAS, it is necessary to formally accept the BPSIP funding; <br />NOW THEREFORE BE IT ORDAINED by the Council of the City of <br />Portsmouth, Virginia: <br />1. That it accepts VDOT Bicycle and Pedestrian Safety Program funding in <br />the amount of $811,000. <br />2. That a new Project is hereby established in the FY 2019 -2023 Capital <br />Improvement Program titled "Frederick/Airline Pedestrian Improvements ". <br />3. That the Frederick/Airline Pedestrian Improvements Project budget in the <br />FY 2019 -2023 Capital Improvement Program shall be as shown on Exhibit A hereto. <br />4. That any appropriation of FY 2020 -2023 funding which is necessary or <br />desirable as a result of the VDOT BPSIP funding shall be effectuated through a <br />subsequent ordinance or adoption of a subsequent annual Capital Improvement Program <br />budget. <br />5. That the City Manager or her designee is authorized to execute any <br />agreements or similar documents necessary or desirable to accept the VDOT BPSIP <br />funding. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on July 24, 2018. <br />
