AN ORDINANCE TO ESTABLISH A NEW PROJECT IN THE FY 2019 -2023 CAPITAL IMPROVEMENT PROGRAM TITLED "FREDERICK/AIRLINE PEDESTRIAN IMPROVEMENTS ", ACCEPT CERTAIN BICYCLE AND PEDESTRIAN SAFETY PROGRAM FUNDING APPROVED BY THE VIRGINIA DEPARTMENT OF TRANSPORTATION FOR THE SAID PROJECT, AND AMEND THE FY 2019 -2023 CAPITAL IMPROVEMENT PROGRAM ACCORDINGLY. WHEREAS, the City of Portsmouth submitted an application to the Virginia Department of Transportation (VDOT) for funding under the Bicycle and Pedestrian Safety (BPSIP) Program; and WHEREAS, VDOT awarded the City $811,000 in BPSIP funding, to be provided in FY 2022 and FY 2023; and WHEREAS, the award of BPSIP funding necessitates the establishment of a new Project in the FY 2019 -2023 Capital Improvement Program; and WHEREAS, it is necessary to formally accept the BPSIP funding; NOW THEREFORE BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: 1. That it accepts VDOT Bicycle and Pedestrian Safety Program funding in the amount of $811,000. 2. That a new Project is hereby established in the FY 2019 -2023 Capital Improvement Program titled "Frederick/Airline Pedestrian Improvements ". 3. That the Frederick/Airline Pedestrian Improvements Project budget in the FY 2019 -2023 Capital Improvement Program shall be as shown on Exhibit A hereto. 4. That any appropriation of FY 2020 -2023 funding which is necessary or desirable as a result of the VDOT BPSIP funding shall be effectuated through a subsequent ordinance or adoption of a subsequent annual Capital Improvement Program budget. 5. That the City Manager or her designee is authorized to execute any agreements or similar documents necessary or desirable to accept the VDOT BPSIP funding. 6. That this ordinance shall take effect on the date of its adoption. ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held on July 24, 2018.
