personnel, equipment and material which is utilized in connection with conducting <br />the race; provided, however, that said sums shall not be charged to a permit applicant <br />applying to sponsor an event on city -owned property upon which the city collects an <br />entry or admission fee. <br />(b) The city manager shall grant the permit, unless the city manager is of the opinion <br />that such footrace or bicycle race on the streets or other public places in the city will <br />unreasonably interfere with the public use thereof or will tend to disturb or imperil <br />the public safety or the public peace, in which case the permit shall be denied. The <br />city manager may temporarily close any street in the city affected by a footrace or <br />bicycle race when in the city manager's judgment the public safety so requires. <br />(c) Any person violating any of the provisions of this section shall be guilty of a Class 3 <br />misdemeanor. <br />
