Appropriations for capital projects and grants shall not lapse at the end of the fiscal year and shall remain in effect until the completion of the project or grant, or until City Council, by appropriate ordinance or resolution, changes or eliminates the appropriation. 6. That the City Manager is hereby authorized and directed to do all things necessary to implement this ordinance and the operating budget approved herein. 7. That the payment and settlement during FY 2019 of any claim of any kind against the City and /or the payment of any final judgment (including interest and costs) obtained against the City during the previous fiscal year shall be made upon the certification of the City Attorney and the order of the City Manager from funds appropriated to the Risk Management Fund or from funds appropriated for the expenditures of the Fund involved in the subject matter of the claim or judgment, as the City Manager shall find necessary. This ordinance shall take effect on July 1, 2018. ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held on May 8, 2018.
