2. That Portsmouth Redevelopment and Housing Authority is hereby granted <br />a use permit pursuant to Section 40.1- 2.3(B) of the Code of the City of Portsmouth, <br />Virginia (2006) for the construction of multi - family housing at 1 Lexington Drive, <br />Portsmouth, Virginia, said property being more particularly described as: <br />UP -17 -11 <br />1 Lexington Drive <br />(Tax Parcel 0145 -0010) <br />ALL THOSE CERTAIN lots, pieces or parcels of <br />land, being, lying and situate in the City of <br />Portsmouth, Virginia, known as the Lincoln Park <br />public 'housing community property and generally <br />described as follows: <br />COMMENCING at the northeast intersection of <br />Deep Creek Boulevard and Graham Street; thence <br />northeasterly along the northern line of Deep Creek <br />Boulevard to the northwest intersection of Deep <br />Creek Boulevard and Columbus Avenue; thence <br />northwesterly along the western line of Columbus <br />Avenue, inclusive of the closed right of way <br />formerly known as Lexington Drive, to the <br />southeastern corner of the Dale Homes public <br />housing community (2300 Columbus Avenue, Tax <br />Parcel 0167- 0040); thence westerly along the <br />southern line of the Dale Homes public housing <br />community to the northeastern terminus of Graham <br />Street; thence southeasterly along the eastern line of <br />Graham Street to the northeast intersection of Deep <br />Creek Boulevard and Graham Street, the point of <br />beginning. <br />BEING the Lincoln Park public housing community <br />property. <br />3. That the use permit is approved subject to the following conditions which <br />shall be observed by the applicant and any successor in interest: <br />(a) The development of the site shall be in substantial conformity with the <br />concept plan titled "Development of Lincoln Park ", prepared by Saunders <br />& Crouse Architects and dated October 20, 2017, which was submitted <br />with the use permit application and is on file with the Department of <br />Planning, except as may be necessary to comply with any modifications <br />
