The appropriations hereby made, except for debt service and the public schools <br />budget, shall be made available on the approval of the City Manager. <br />4. The City Manager is hereby authorized at any time during the fiscal year to effect any <br />consolidation of offices or to make other changes he/she may deem to be in the interest of the City, <br />provided there is no overall increase in expenditures. <br />5. All appropriations under this ordinance, with the exception of capital projects <br />appropriations and grant fund appropriations, shall lapse at the end of the fiscal year. Appropriations <br />for capital projects and grants shall not'lapse at the end of the fiscal year and shall remain in effect <br />until the completion of the project or grant, or until City Council, by appropriate ordinance or <br />resolution, changes or eliminates the appropriation. <br />6. The City Manager is hereby authorized and directed to do all things necessary to <br />implement this ordinance and the operating budget approved herein. <br />7.
