Portsmouth, Virginia, Cade of Ordinances: PART II -CODE -Chapter 14.1 FLOOD PROTECTION <br />(c} Standards for manufacfured homes. Section 14.1-11(e} prohibits the permanent placement of <br />manufactured homes in floodplain districts. Manufactured homes may be temporarily placed in a <br />floodplain district provided that: <br />(i) Manufactured homes placed in the floodplain district temporarily on individual lots or parcels, <br />must meet al! the requirements for new construction, including the elevation and anchoring <br />requirements in section 14.1-11 of this code. <br />(2) Manufactured homes that are temporarily placed on sites shall be elevated on a permanent <br />foundation so that the lowest floor of the manufactured home is elevated to or above the base <br />flood elevation and shall be securely anchored to an adequately anchored foundation system to <br />resist flotation, collapse and lateral movement. <br />(3) Methods of anchoring may include, but are not limited to, use of over-the-top or frame ties to <br />ground anchors. This standard shall be in addition to and consistent with applicable state <br />anchoring requirements for resisting wind forces. <br />(4} The length of time a manufactured home may be left on a lot and be considered temporary shall <br />not exceed the time limitations provided in the Zoning Ordinance. <br />(d) Standards forRecreafiona! Vehicles. Recreational vehicles placed on sites within floodplain districts <br />shall be on the site for fewer than 180 consecutive days and be fully licensed and ready for highway <br />use. For the purposes of this chapter, a recreational vehicle shall be deemed ready for highway use <br />if it is on its wheels or jacking system, is attached to the site only by quick-disconnect-type utilities <br />and security devices, and has no permanently attached additions. <br />Sec. 14.1-11. -District provisions. <br />(a) Genera! sfandards. The following provisions shall apply to all permits: <br />(1) New construction, substan#ial improvements, and repairs for substantial damage shall be <br />according to the VA USBC and this ordinance, and anchored to prevent flotation, collapse, or <br />lateral movement of the structure. <br />(2} New construction, substantial improvements, and repairs for substantial damage shall be <br />constructed with materials and utility equipment resistant to flaod damage below the design flood <br />elevation (DFE} incases when those elements are allowed below the DFE. <br />(3) New construction, substantial improvements, and repairs far substantial damage shall be <br />constructed by methods and practices that minimize flood damage. <br />(4) Electrical, heating, ventilation, plumbing, air conditioning equipment and other service facilities, <br />including duct work, shall be designed andlor located so as to prevent water from entering or <br />accumulating within the components during conditions of flooding.. <br />(5) New and replacement water supply systems shall be designed to minimize or eliminate infiltration <br />of flaod waters into the system. <br />12 <br />
