Portsmouth, Virginia, Code of Ordinances: PART II -CODE -Chapter 14.1 FLOOD PROTECTION <br />(6} New and replacement sanitary sewage systems shat( be designed to minimize or eliminate <br />infiltration of flood waters into the systems and discharges from the systems into flood waters. <br />(7} On-site waste disposal systems shall be designed to current City of Portsmouth standards and <br />shah be located and constructed to avoid impairment to them or contamination from them during <br />flooding. <br />(bj Floodplain requirements. <br />(1j The following provisions shall apply within the Floodway District of an AE zone: <br />a. Within any floodway area, no encroachments, including fill, new construction, substantial <br />improvements, or other development shaft be permitted unless it has been demonstrated <br />through hydrologic and hydraulic analysis performed in accordance with standard <br />engineering practice that the proposed encroachment will not result in any increase in flood <br />levels within the community during the occurrence of the base flood discharge. Hydrologic <br />and hydraulic analysis shall be undertaken only by professional engineers or others of <br />demonstrated quaycations, who shall certify that the technical methods used correctly reflect <br />currently-accepted technical concepts. Studies, analyses, computations, etc., shall be <br />submitted in sufficient detail to allow a thorough review by the Floodplain Administrator. <br />b. Development activities which increase the water surface elevation of the base flood may be <br />allowed, provided that the applicant first applies -with the City of Portsmouth's endorsement- <br />for aConditional Letter of Map Revision (CLOMR), and receives the approval of the Federal <br />Emergency Management Agency <br />c. If Section 14.1-11 b (1j (a} is satisfied, all new construction and substantial Improvements <br />shall comply with all applicable flood hazard reduction provisions in Sections 14.1-10 and <br />14.1-11 of this code. <br />d. The placement of manufactured homes (mobile homes) is prohibited except in an existing <br />manufactured home (mobile home) park or subdivision. A replacement manufactured home is <br />prohibited. <br />(2} The following provisions shall apply within an AE or AH zone (44 CFR 80.3(cjj. <br />a. Until a regulatory floodway is designated, no new construcflon, substantial improvements, or <br />other development (including fill) shall be permitted within the areas of special flood hazard; <br />designated as Zones Al-3t) and AE or AH on the FIRM, unless it is demonstrated that the <br />cumula#ive effect of the proposed development, when combined with all other existing and <br />anticipated development, will not increase the water surface elevation of the base flood more <br />than one foot at any point wikhin the City of Portsmouth. <br />b. Development activities in Zones AI-30 and AE or AH, on the City of Portsmouth's FIRM which <br />increase the water surface elevation of the base flood by more than one foot may be allowed, <br />provided that the applicant first applies -with the City of Portsmouth's endorsement -far a <br />13 <br />
