2 015.- 3 5 AN ORDINANCE (A) ACCEPTING A GRANT IN THE AMOUNT OF $118,930 FROM THE LAND AND WATER CONSERVATION FUND AND APPROPRIATING SAID FUNDS IN THE FY 2014-15 GRANTS FUND, (B) APPROPRIATING $118,930 TO BE RECEIVED FROM THE ELIZABETH RIVER PROJECT IN THE FY 2014-15 GRANTS FUND, AND (C) AUTHORIZING THE EXECUTION OF AGREEMENTS FOR THE RECEIPT OF THE GRANT FUNDS AND THE ELIZABETH RIVER PROJECT FUNDS AND THE USE OF SAID FUNDS TO PERFORM IMPROVEMENTS TO PARADISE CREEK NATURE PARK. BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: 1. That it hereby accepts a grant in the amount of $118,930 from the Land and Water Conservation Fund and appropriates said sum in the FY 2014-15 Grants Fund. 2. That award of the grant funds is conditioned on a $118,930 match to be provided to the City by Elizabeth River Project. 3. That the Council appropriates the $118,930 to be provided by the Elizabeth River Project to the FY 2014-15 Grants Fund. 4. That estimated revenues and expenditures in the FY 2014-15 Grants Fund are each increased by $237,860. 5. That the funds so appropriated shall be used for improvements to the Paradise Creek Nature Park. 6. That the City Manager is authorized to execute a grant agreement and/or such other documents as may be required to receive the grant funds, all in the form required by the Virginia Department of Conservation and Recreation, which is the state agency charged with administering Land and Water Conservation Fund grants. 7. That the City Manager is authorized to execute a modification or addendum in a form approved by the City Attorney to the existing Amended Agreement for Paradise Creek Nature Park between the City, Elizabeth River Project, and other parties, to memorialize the funding being provided by the Elizabeth River Project and the terms for the funding and construction of the improvements. 8. That this ordinance shall take effect on the date of its adoption.
