~.~ ? ~?`-y 2015 23 AN ORDINANCE TO AMEND SECTIONS 13-71 THROUGH 13-74 OF CHAPTER 13, ADOPT A NEW SECTION 13-75 IN CHAPTER 13, AND AMEND APPENDIX A OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (2006) TO ESTABLISH OR MODIFY FEES FOR EMERGENCY RESPONSE SERVICES. BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: 1. That Section 13-71 of the Code of the City of Portsmouth, Virginia (2006) be amended as follows: Sec. 13-71. -Definitions. For purposes of this article, evaluation, treatment, and ambulance transport services shall be as defined and employed by the United States Health Care Financing Administration and any successor thereto. The term "health care facilities" is defined to include, but not be limited to, hospitals, nursing homes, advanced care facilities, psychiatric facilities, out-patient care facilities, minor emergency care centers, physicians' offices or any other facility where licensed or certified health care professionals are routinely present and provide medical treatment for patients. The term "loaded mileage" means the number of miles the patient is transported in the ambulance vehicle. 2. That Section 13-72 of the Code of the City of Portsmouth, Virginia (2006) be amended as follows: Sec. 13-72. Fees; responsibility for payment. Payment of all charges for ambulance services, including evaluation, assessment, treatment or ambulance transport, established in this division shall be the responsibility of the patient or the parent, guardian, or other legally responsible party in the case of a minor or an incompetent. 3. That Section 13-73 of the Code of the City of Portsmouth, Virginia (2006) be amended as follows: Sec. 13-73. Fees established. The fees for ambulance services, including evaluation, assessment, treatment, and ambulance transport shall be as established in section 13-74. 4.
