014- 8 <br />AN ORDINANCE TO REAPPROPRIATE THE SUM OF $1,761,812 IN UNSPENT <br />FUNDS FROM THE PORTSMOUTH PUBLIC SCHOOLS FY 2013 - 2014 <br />OPERATING FUND TO ITS FY 2014 -15 OPERATING BUDGET. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That the Portsmouth School Board has, by resolution dated September 25, <br />2014, requested that City Council reappropriate in the Schools' FY 2014-15 Operating <br />Budget the sum of $1,761,812 remaining unspent in the Schools' FY 2013-14 Operating <br />Budget. <br />2. That the resolution states that the funds will be used to increase <br />compensation for public school employees. <br />3. That the proposed use of year-end funds is one-time funding, and that no <br />source of continued funding has been identified to fund the requested increase in <br />compensation beyond the current fiscal year. <br />4. That, without the identification of other funding sources, any permanent <br />increase in the salaries of School Board employees will necessitate the cutting or <br />reduction of City and/or School programs and services in future fiscal years in order to <br />achieve a balanced budget. <br />5. That an increase in school employee compensation for the current fiscal <br />year may be achieved through the granting of a one-time bonus without having a negative <br />effect on future budgets. <br />6. That the use of a bonus to provide employee compensation has been <br />employed by the City in recent years where no continuing funding source could be <br />identified with certainty. <br />7. That the City Council hereby appropriates the requested sum of <br />$1,761,812 in the Schools FY 2014-15 Operating Budget. <br />8. That the City Council strongly urges that the School Board increase its <br />employee compensation in FY 2014-15 through the use of a one-time bonus, rather than a <br />general salary increase. <br />9. That estimated revenues in the FY 2014-15 Education Fund Operating <br />Budget are increased by $1,761,812. <br />
