<br />to the extent that actual revenues are projected to be less than the estimated revenue, that the <br />City Manager is authorized to reduce spending as necessary in order to prevent expenditures <br />from exceeding available revenue sources. <br /> <br />(e) The City Manager is hereby authorized and directed to do all things necessary <br />to implement the FY 2013-14 Operating Budget. <br /> <br />3.
