<br />(f) Public Utilities, whether on-site or off-site, shall be designed and installed <br />as part of the development at no cost to the City. The timing and phasing of said <br />improvements shall likewise be as determined by the Director of Public Utilities. <br /> <br />(g) All on-site improvements recommended and required for the provision of <br />stormwater management, as determined by the Drainage Study prepared during the <br />engineering design and as approved by the City of Portsmouth, shall be designed and <br />installed as part of the development at no cost to the City. The timing and phasing of said <br />improvements shall likewise be as approved by the City of Portsmouth. <br /> <br />(h) All homes within the subdivision shall be reviewed by an Architectural <br />Review Board for compliance with the Development Guidelines prior to submittal for <br />building permit. <br /> <br />(i) The Developer shall form a homeowner's association for the <br />development. The homeowner's association shall be responsible for the preservation and <br />maintenance of all common and open space within the development and other areas and <br />features either held in common or otherwise not maintained by the City and other areas of <br />responsibility as listed in the Development Guidelines. <br /> <br />G) The Open Space along George Washington Highway shall be designed as <br />a linear, passive park and all commercially reasonable efforts shall be made to preserve <br />and save the existing trees (i.e. those greater than 6" DBH) within this area. The final <br />design of the linear park shall be as shown in the exhibit entitled "Recreation Plan for <br />Afton Green, Phases 1 & 2," dated December 21, 2012, as prepared by Hoggard-Eure <br />Associates, P.C. For the purposes of these proffers and this particular open space, all <br />trees greater than 6" DBH shall be considered Specimen Trees and shall be protected to <br />the maximum extent practical, in accordance with Section 40.1-5.3, Tree Protection, of <br />the Zoning Ordinance. Improvements shall incorporate, to the maximum extent <br />practicable, elements from the existing high school building, including, but not limited to <br />the limestone block with the school name, the clock in the tower and bricks from the <br />building. Improvements to the open space park shall be installed within 180 days of the <br />issuance of the first occupancy permit for any unit in Phase 2 of the development. <br /> <br />(k) All homes shall front onto a public street internal to the project and no unit <br />shall have its rear elevation facing George Washington Highway with the exception of <br />Lots 1 through 6 as shown on the Conceptual Neighborhood Plan. <br /> <br />(1) No more than 20% of the total units in each phase built shall be of the <br />same elevation type. No model may be built on more than 4 consecutive lots. <br /> <br />(m) No two adjacent, diagonal or opposite buildings may be of the same <br />elevation or same color scheme. <br />
