WI u.~ J.':~ AN ORDINANCE (A) ACCEPTING A GRANT IN THE AMOUNT OF $168,550 FROM THE VIRGINIA LAND AND WATER CONSERVATION FUND AND APPROPRIATING THE GRANT FUNDS IN THE FY 2013-14 GRANTS FUND, (B) AUTHORIZING THE EXECUTION OF A PROJECT AGREEMENT WITH THE VIRGINIA DEPARTMENT OF CONSERVATION AND RECREATION FOR USE OF THE GRANT FUNDS, AND (C) APPROPRIATING AN ADDITIONAL $168,550 FROM THE ELIZABETH RIVER PROJECT IN THE FY 2013-14 CAPITAL IMPROVEMENT FUND TO BE USED FOR THE PARADISE CREEK NATURE PARK. BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: 1. That it hereby accepts a grant in the amount of$168,550 from the Virginia Land and Water Conservation Fund and appropriates said funds in the FY 2013-14 Grants Fund. 2. That award of the grant funds is conditioned on a 50% local match. 3. That the City Manager is hereby authorized and directed to execute a Project Agreement with the Virginia Department of Conservation and Recreation and such other documents as may be required in order to obtain the grant funds. 4. That the Council hereby appropriates the additional sum of $168,550 in the FY 2013-14 Capital Improvement Fund, which sum shall be reimbursed to the City by the Elizabeth River Project. 5. That the funds so appropriated shall be used for improvements to the Paradise Creek Nature Park to include a kayak and canoe launch, expansion of the' pervious parking lot, and a pavilion. 6. That estimated revenues in the FY 2013-14 Grants Fund and the FY 2013- 14 Capital Improvement Fund are each increased by $168,550, and that the FY 2013-14 Operating Budget and the FY 2013-14 Capital Improvements Budget are each increased by $168,550. 7. That this ordinance shall take effect on the date of its adoption. ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held on November 26,2013. Teste: City Clerk
