<br />R-12-29 <br /> <br />A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO (a) AN <br />AGREEMENT WITH SOUTH NORFOLK JORDAN BRIDGE, LLC, TO PROVIDE <br />PUBLIC SAFETY SERVICES AND (b) A MEMORANDUM OF UNDERSTANDING <br />WITH THE CITY OF CHESAPEAKE FOR RESPONSE COORDINATION AND <br />INCIDENT COMMAND FOR THE SOUTH NORFOLK JORDAN BRIDGE. <br /> <br />WHEREAS, the new South Norfolk Jordan Bridge will connect the cities of Portsmouth <br /> <br />and Chesapeake ("Cities") for vehicular and pedestrian traffic; and <br /> <br />WHEREAS, the National Incident Management Systems recommends that public safety <br /> <br />response resources, coordination and incident management be the subject of agreements <br /> <br />outlining the responsibilities of each party with respect to public safety incidents; and <br /> <br />WHEREAS, the Cities deem it in their best interests to enter into such an agreement with <br /> <br />South Norfolk Jordan Bridge, LLC, the owner of the new bridge; and <br /> <br />WHEREAS, the Cities also deem it in their best interests to enter into a Memorandum of <br /> <br />Understanding between the Cities outlining the role of each city with respect to public safety <br /> <br />resources, coordination, and responses. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br /> <br />Virginia that the City Manager is hereby authorized to execute (a) an agreement with South <br /> <br />Norfolk Jordan Bridge, LLC, and (b) a Memorandum of Understanding with the City of <br /> <br />Chesapeake under such terms as he shall deem in the best interests of the City of Portsmouth, <br /> <br />outlining the rights and responsibilities of each party regarding public safety incidents involving <br /> <br />the new South Norfolk Jordan Bridge. <br />
