<br />2. That PSL Properties, LLC, is hereby granted a use permit pursuant to Section 40.1- <br />2.3B of the Code of the City of Portsmouth, Virginia (2006) for the operation of a civic club at <br />304 Sycamore Road, and being more particularly described as: <br /> <br />UP-ll-O <br /> <br />304 Sycamore Road <br /> <br />All of that property beginning approximately 250 feet, <br />more or less, south of the westwardly extension of the <br />northern line of Lagoon Way. From said point of <br />beginning then extending in a southwardly direction along <br />the western line of West Road approximately 167 feet, <br />more or less, to the intersection of Sycamore Road and <br />continuing in a southwardly direction and additional 118 <br />feet, more or less, to a point then westwardly 234 feet, <br />more or less, to a point then northwardly 241 feet, more or <br />less, to a point then 306 feet, more or less, eastwardly to <br />the point of beginning in the western line of West Road. <br /> <br />3. That the use permit is approved subject to the following conditions which shall be <br />observed by the applicant and any successor in interest: <br /> <br />a. The applicant shall construct the proposed redevelopment in <br />accordance with the submitted site plan dated July 6th, 2011 and <br />subtitled "Portsmouth Service League". <br /> <br />b. The applicant shall incorporate the recommendations provided in the <br />Water Quality Impact State prepared by Hoggard-Eure dated October <br />26,2011. <br /> <br />c. No events where admission will be charged shall be allowed at this <br />facility except for members of the "league" only. <br /> <br />d. A silt fence shall be installed between the land disturbance and the <br />water's edge until all construction is completed. <br /> <br />e. The applicant shall go through the site plan review process and receive <br />all required permits, including but not limited to the following: storm <br />water, erosion and sediment control, and land disturbance. <br /> <br />f. Permits must be obtained before land disturbance can begin. <br /> <br />g. A Landscaping Plan must be approved that provides the area will be <br />landscaped in a manner acceptable to the Director of Planning. <br />
