<br />(a) The final design of the right of way and streetscape for Elliott Avenue <br />shall be consistent with the adopted Design Guidelines for Victory <br />Village, dated February 9, 2007, with any such minor deviations as needed <br />subject to final review and approval by the Director of Planning. <br /> <br />(b) The final design of the three pedestrian plazas, one located at the <br />intersection of Freedom A venue and Elliott A venue, one located at the <br />intersection of Elliott A venue and John T. Casteen, III, Drive, and the <br />other located at the traffic circle, shall be subject to approval by the <br />Director of Planning prior to the issuance of any land disturbing permit for <br />the property. The design intent of these areas is for them to be pedestrian <br />friendly, primarily hardscaped formal plazas designed to reflect the high- <br />quality, pedestrian-oriented, mixed-use nature of the development as a <br />whole. The plazas will serve as a backdrop for a rich and vital urban <br />experience for residents and visitors alike. These plazas will contribute to <br />the routine aspects of everyday life. These plazas will contribute to a <br />neighborhood to live in, work in, play in, celebrate and remember, and at a <br />minimum shall contain decorative paving, lighting, landscaping, seating <br />opportunities, and may contain optional elements such as sculptures and/or <br />fountains with these two items being at the discretion of the master <br />developer for the Victor Village project. <br /> <br />(c) The front facades of all residential buildings shall face the public right of <br />way. As generally shown on the master plan, the front facades shall <br />contain functioning street entry way doors that connect via sidewalk to the <br />public sidewalk along the street. The front facades shall also be <br />substantially consistent with the adopted Design Guidelines for Victory <br />Village, dated February 9, 2007, especially as it pertains to Section VI <br />(Residential Buildings and Frontages). The recreation center shall be <br />designed to have front fac~des facing the street, so thatit does not have the <br />appearance of having the back side of the building facing any public right <br />of way. With the exception of the pool and recreation center, no fencing <br />shall be located in between the front facades of any building and the street <br />right of way. <br /> <br />(d) The design, architecture, and fayade treatment of Building #1 shall be <br />fully consistent with the adopted Design Guidelines for Victory Village, <br />dated February 9, 2007, especially as it pertains to Section II and Section <br />IV (architectural massing and fayade treatment, respectively) and shall be <br />subject to final review and approval by the Director of Planning. <br /> <br />(e) Surface parking areas facing Tidewater Community College and surface <br />parking areas adjacent to the pedestrian plazas shall be screened with a <br />masonry screenwall not to exceed five feet in height. All other surface <br />parking lots shall be screened from the right of way with either <br />
