<br />OROI. <br /> <br /> <br />1IO..~.ol,2-49...... <br /> <br />AN ORDINANCE TO AMEND THE ZONING MAP TO MODIFY THE <br />CONCEPT PLAN AND RELATED MAPS FOR THE VICTORY VILLAGE <br />PROJECT. <br /> <br />WHEREAS, Melissa Venable, agent for Victory Crossing, II, L.L.c., has <br />requested a Zoning Map Amendment to amend the previously proffered Concept Plan <br />and related maps in the previously proffered Design Guidelines for Victory Village; and <br /> <br />WHEREAS, the area is currently zoned MX!EMP-K (Conditional) and the <br />Comprehensive Plan's Future Land Use Map calls for the area to be developed with <br />Mixed Use Employment; and <br /> <br />WHEREAS, City Council approved the closure of the proposed Campus Drive <br />Extended on July 10,2012, thereby making more land available for development; and <br /> <br />WHEREAS, the applicant proposes to expand the area to be developed for multi- <br />family residential purposes to slightly over eight acres and to extend Elliot A venue along <br />the southern and western edge of the development to intersect with Freedom A venue near <br />the entrance to the development from Victory Boulevard; and <br /> <br />WHEREAS, the existing and proposed boundaries of the residential and <br />commercial components and the location of the extension of Elliot A venue are shown on <br />Exhibit A, attached hereto and made a part hereof; and <br /> <br />WHEREAS, the Economic Development Authority has approved the proposed <br />modifications to the Zoning Map and the Concept Plan and related maps. <br /> <br />NOW THEREFORE BE IT ORDAINED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br />1. That the portion of the Zoning Map attached to and made a part of the City <br />of Portsmouth Zoning Ordinance which now zones as MX/EMP-K (Conditional) the <br />property described in Petition for Zoning Amendment Number Z-12-01, is hereby <br />amended and changed so as to show said property zoned as MX!EMP-K (Conditional) <br />with additional proffered conditions, and that said property is hereby zoned as MX/EMP- <br />K (Conditional). <br /> <br />2. That the proposed changes to the Concept Plan and related maps, as <br />shown on Exhibit A, are approved. <br /> <br />3. That the property affected by this ordinance shall include the closed <br />portion of Campus Drive Extended and all property previously zoned MX!EMP-K <br />(Conditional). <br /> <br />4. That the property shall be subject to the following additional conditions as <br />proffered by the applicant: <br />
