<br />3. The front facades of all residential buildings shall face the public right of way. As <br />generally shown on the Master Plan, the front facades shall contain functioning street <br />entry way doors that connect via sidewalk to the public sidewalk along the street. The <br />front facades shall also be substantially consistent with the adopted Design Guidelines for <br />Victory Village, dated February 9, 2007, especially as it pertains to Section VI <br />(Residential Buildings and Frontages). The recreation center shall be designed to have <br />front facades facing the street, so that it does not have the appearance of having the back <br />side of the building facing any public right of way. With the exception of the pool and <br />recreation center, no fencing shall be located in between the front facades of any building <br />and the street right of way. All residential units shall be market rate rental units. <br /> <br />4. The design, architecture, and fayade treatment of Building #1 shall be fully <br />consistent with the adopted Design Guidelines for Victory Village, dated February 9, <br />2007, especially as it pertains to Section II and Section IV (architectural massing and <br />fayade treatment, respectively) and shall be subject to final review and approval by the <br />Director of Planning. <br /> <br />BE IT FURTHER ORDAINED that the City of Portsmouth reserves an easement in the <br />closed and vacated street for installation, operation, maintenance and replacement of public <br />utilities which said easement may be released and vacated by the City Manager as he may in his <br />discretion deem appropriate and in the best interest of the City of Portsmouth. <br /> <br />BE IT FURTHER ORDAINED, that the City Manager is hereby authorized to execute <br />such deeds or other documents as he may deem appropriate and necessary to convey such rights <br />as the City may have in said closed street as may be required by the adjoining property owners. <br /> <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held on July <br />10,2012. <br /> <br />Teste: <br /> <br />City Clerk <br />
