<br />R-II-04 <br /> <br />ADOPTION OF A PROJECT PROGRAMMING RESOLUTION REQUESTING <br />THE VIRGINIA DEPARTMENT OF TRANSPORTATION TO ESTABLISH <br />URBAN SYSTEM HIGHWAY PROJECTS TO UPGRADE TRAFFIC SIGNALS <br />AND CONSTRUCT SAFETY RELATED IMPROVEMENTS AT TEN <br />INTERSECTIONS IN THE CITY OF PORTSMOUTH. <br /> <br />WHEREAS, the Federal Highway Administration's . Highway Safety <br />Improvement Program (HSIP) is intended to reduce highway fatalities and injuries by <br />identifying problem areas, analyzing problems and countermeasures, and prioritizing and <br />scheduling improvement projects; and <br /> <br />WHEREAS, HSIP funds have been made available to the City for such projects <br />by the Virginia Department of Transportation (VDOT); and <br /> <br />WHEREAS, in accordance with Virginia Department of Transportation <br />construction allocation procedures, it is necessary that a request by council resolution be <br />made in order that the Department program urban highway projects in the City of <br />Portsmouth. <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth, <br />Virginia, requests the Virginia Department of Transportation to establish ten urban system <br />highway projects to upgrade traffic signals and construct safety related improvements at the <br />intersections of Portsmouth Blvd/Deep Creek Blvd ($244,000), George Washington Hwy- <br />Greenwood Dr ($139,000), Effingham St-Portsmouth Blvd ($197,700), Victory Blvd-Airline <br />Blvd ($243,900), Portsmouth Blvd-City Park Ave ($197,200), Frederick Blvd-Deep Creek Blvd <br />($438,200), Towne Point Rd-Twin Pines Rd ($192,800), George Washington Hwy-Frederick <br />Blvd ($565,300), Portsmouth Blvd-Elmhurst Lane ($491,700) and Frederick Blvd-Portsmouth <br />Blvd ($475,800). <br /> <br />BE IT FURTHER RESOLVED that the Council of the City of Portsmouth hereby <br />agrees to pay its share of the total cost for preliminary engineering, right of way acquisition, and <br />construction of these projects in accordance with Section 33.1-44 of the Code of Virginia, and <br />that, if the City of Portsmouth subsequently elects to cancel this project, the City of Portsmouth <br />hereby agrees to reimburse the Virginia Department of Transportation for the total amount of the <br />costs expended by the Department through the date the Department is notified of such <br />cancellation. <br /> <br />ADOPTED by the Council of the City of Portsmouth, Virginia, at a meeting held on <br />January 25, 2011. <br /> <br />Teste: <br /> <br />City Clerk <br />
