R-11-38 A RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC UTILITIES TO APPROVE CHANGE ORDERS IN EXCESS OF 25% OF THE ORIGINAL DESIGN CONTRACT WITH ROBERT G. DASHIELL, JR., P.E., INC., FOR IMPROVEMENTS TO THE WATER STREET PUMP STATION. WHEREAS, the Downtown Master Utility Plan calls for extensive upgrades to the Water Street Pump Station, one of the oldest pump stations in the City; and WHEREAS, due to unforeseen conditions, the initial plan to design a horizontal expansion of the pump station has been determined unfeasible and has been replaced with a plan to add a second floor to the pump station; and WHEREAS, Robert G. Dashiell, Jr., P.E., Inc., the Design Engineer for this project, will need to do a substantial amount of redesign and new design to incorporate these upgrades in the new building footprint; and WHEREAS, Section 12-183 of the City Code requires Council approval to exceed an original contract amount by more than 25% or $50,000, whichever is greater;; and WHEREAS, the original contract for upgrading and expanding the pump station totaled $81,179; and WHEREAS, the cost of the redesign and new design will add approximately $53,000 in additional design expense to this project, and will exceed the 25% of the original contract; and WHEREAS, Section 12-183 of the City Code requires Council approval to exceed an original contract amount by more than 25% or $50,000, whichever is greater. NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that, pursuant to Section 12-183 of the City Code, the Director of Public Utilities is authorized to expend the additional $53,000 necessary to complete the redesign of the Water Street Pump Station upgrades.
