<br />€I <br /> <br />Sec. 33.1-43. Rights-of-way and easements. <br /> <br />(a) Unless otherwise approved by the Planning Commission, Streets and Street widths shall be <br />designed in accordance with the TraditionalNeighborhood Design provisions contained within <br />the Virginia Department of TransportatiOri's Subdivision Street Design Guide, as last amended, <br />and the City of Portsmouth Master Transportation Plan. <br />(b) All dead-end streets, designed to be so permanently, shall terminate in a circular turnaround <br />having a minimum right-of-way as approved by the City Engineer. Unless future plans call for the <br />creation of a cross street, a "T"-shaped turning space shall be avoided. <br />(c) Temporary dead-end streets (streets carried to boundary of tract for future extension of <br />adjoining property) may be provided with a "T"-shaped turning space in the place of the required <br />turning circle. <br />(d) Easements across the entire length of lots, even if a part of the lot is underwater or part of a <br />natural watercourse, or centered on rear or side lot lines, shall be provided for utilities and surface <br />drainage where necessary and shall be at least 12 feet wide. The plat shall clearly state that it is <br />the obligation of abutting property owners to keep all drainage ditches open along said easements. <br />(e) In the event streets in a subdivision will not be constructed to meet the standards necessary <br />for state street maintenance moneys to be paid to the city, the Planning Commission may require <br />that the subdivision plat and all approved deeds of subdivision, or similar instruments, contain a <br />statement advising that the streets in the subdivision do not meet state standards and will not be <br />maintained by the city. In addition, the developer shall provide a financial commitment in the <br />form as required by section 33.1-49 to provide for such street maintenance until such time as the <br />city releases said commitment. <br /> <br />Sec. 33.1-44. Grades and curves and design of streets. <br /> <br />(a) Minimum longitudinal street grades shall be 0.30%. <br /> <br />(b) Unless otherwise approved by the Planning Commission, the design of streets and the radii <br />of curvature on the centerline of streets shall be designed in accordance with the Traditional <br />Neighborhood Design provisions contained within the Virginia Department of Transportation's <br />Subdivision Street Design Guide, as last amended, and the City of Portsmouth Master <br />Transportation Plan. <br /> <br />(c) A tangent at least 400 feet long shall be provided between reverse curves on arterial streets, <br />100 feet on collector streets. <br /> <br />Sec. 33.1-45. Intersections. <br />For subdivision purposes, the Planning Commission may permit chords in the place of <br />rounded comers. Street curbs at intersections shall be designed in accordance with the Traditional <br />Neighborhood Design provisions contained within the Virginia Department of Transportation's <br />Subdivision Street Design Guide, as last amended, and the City of Portsmouth Master <br />Transportation Plan. <br /> <br />Sec. 33.1-46. Lots. <br /> <br />(a) The size, shape and orientation of lots shall be appropriate for the location and for <br />the type of development contemplated. The width, depth and area of each proposed lot <br />shall be consistent with those in the immediate vicinity of the subdivision. Each proposed <br /> <br />Page 24 of 33 <br />
