<br />V, Proposal Evaluation and Selection Criteria <br /> <br />There are many factors that the City may consider when evaluating and selecting a <br />proposal under the PPEA. The following are some of the factors that may be considered by the <br />City in the evaluation and selection of PPEA proposals. <br /> <br />A, Qualifications and Experience <br /> <br />Factors to be considered in either phase of the City's review to determine whether the <br />proposer possesses the requisite qualifications and experience include but are not limited to: <br /> <br />1. Experience with similar projects; <br /> <br />2. Demonstration of ability to perform work; <br /> <br />3. Leadership structure; <br /> <br />4. Project manager's experience; <br /> <br />5. Management approach; <br /> <br />6. Financial condition; and <br /> <br />7. Project ownership, <br /> <br />B, Project Characteristics <br /> <br />Factors to be considered in determining the project characteristics include but are not <br />limited to: <br /> <br />1. Project definition; <br /> <br />2. Proposed project schedule; <br /> <br />3. Operation of the project; <br /> <br />4. Technology; technical feasibility; <br /> <br />5.
