<br />R-I0-40 <br /> <br />A RESOLUTION ADOPTING A REVISED FLOODPLAIN MANAGEMENT <br />PLAN FOR THE CITY OF PORTSMOUTH, VIRGINIA. <br /> <br />WHEREAS, in order to remain a participating member of the National Flood <br />Insurance Program's Community Rating System Program, a floodplain management plan <br />must be adopted by the governing body of the participating member locality and updated <br />every five years; and <br /> <br />WHEREAS, the City's Comprehensive Plan also identifies the need to "continue <br />to participate in the National Flood Insurance Program, enforce the Floodplain <br />Ordinance, and pursue policies to minimize the risks of flood damages;" and <br /> <br />WHEREAS, the City Council originally adopted a Floodplain Management Plan <br />on September 13, 2005, and <br /> <br />WHEREAS, in compliance with the federal floodplain management plan revision <br />requirement, the City Council received a presentation concerning the purpose for the Plan <br />revision and the proposed schedule on May 24, 2010; and <br /> <br />WHEREAS, after a two month-long period of public comment that involved two <br />public meetings, notification to civic leagues in the City, access to the Plan and the ability <br />to comment on the internet, by mail, and at the public meetings and the City Council <br />public hearing, a revised Floodplain Management Plan has been prepared in response to <br />the comments received from the public, the Hampton Roads Planning District <br />Commission, , the Virginia Department of Conservation and Recreation, and the Army <br />Corps of Engineers. <br /> <br />NOWTHEREFORE BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia that it hereby approves and adopts the above-referenced revised <br />Flood Management Plan. <br /> <br />BE IT FURTHER RESOLVED that the City Manager is authorized and <br />directed to take such additional measures as may be required to continue the City's <br />membership in the National Flood Insurance Program's Community Rating System <br />Program. <br /> <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on October 12, 2010. <br /> <br />Teste: <br /> <br />City Clerk <br />
