City Council shall then consider the report of the Commission, conduct a public <br />hearing as required by law, and recommend such revisions to the Charter as it deems to be in the <br />public interest. Council may, in its discretion, make recommendations on removal or recall from <br />City Council, Council Members being required to resign in order to run for Mayor, and whether <br />City Council elections should be held in the spring or with normal November elections. <br /> <br />8.
