<br />C. Adding any new, non-controversial provisions that should be present and that are <br />common in other charters, but are not in our Charter. <br /> <br />3. For the following public policy issues where there may be different points of view or <br />even controversy, the Commission may, in its discretion, provide a brief discussion ofthe <br />varying points of view or arguments, but the Commission shall not recommend specific changes. <br />City Council alone may request changes to these items, after hearing from the Commission and <br />the public. <br /> <br />A. Removal or recall from City Council. <br /> <br />B. Council Members being required to resign in order to run for Mayor. <br /> <br />C. Whether City Council elections should be held in the spring or with normal November <br />elections. <br /> <br />4. The voting members and the ex officio members of the Commission shall be: <br /> <br />Diane P. Griffin, Esq., Chair <br />Michael J. Massie, Esq., Vice Chair <br />G. Timothy Oksman, Esq., Secretary (ex officio) <br />Father John Agbaje <br />Mrs. Lenore Alvin <br />Mr. Roy Cherry <br />Mr. James Ellis <br />Mr. E. Saunders Early, Jr. <br />Ms. Patricia Edgerton. <br />Lawrence W.I' Anson, III, Esq. <br />Ms. Dolores Knight <br />W. Ellgene White, Esq <br />Ms. Betty Wright <br />Mr. Peter Youngblood <br />A student from a Portsmouth High School, as selected by Superintendent Stuckwisch <br />The Bon. Paige D. Cherry (ex officio) <br />The Bon. William E. Moody, Jr. (ex officio <br />The Hon. Kenneth L. Chandler (ex officio) <br /> <br />5. The City Attorney's Office shall provide staff support to the Commission and shall <br />arrange for additional support from the Virginia Division of Legislative Services, as well as <br />consultation and/or support from the Portsmouth General Registrar when appropriate. <br /> <br />6. The Commission shall conduct all its meetings in public and may receive and consider <br />written comments or suggestions from the public at any time. It shall submit a written report to <br />City Council not later than November 8, 2010. <br />
