The City Attorney's Office shall provide staff support to the Commission and shall arrange for additional support from the Virginia Division of Legislative Services, as well as consultation and/or support from the Portsmouth General Registrar when appropriate. 6. The Commission shall conduct all its meetings in public and may receive and consider written comments or suggestions from the public at any time. It shall submit a written report to City Council not later than November 8, 2010.
