<br />(11) The City of Portsmouth is required to meet all terms of License No. <br />HSCGZ75130-09-RP-004L for berthing its fireboat at Coast Guard Base <br />Portsmouth. <br /> <br />(12) Portsmouth Fire, Rescue and Emergency services personnel will visit U.S. <br />Coast Guard Base Support Unit Portsmouth facilities for familiarization tours <br />and courtesy pre-fire inspections annually and will be notified anytime a new <br />structure is put in service or an existing structure is significantly modified. <br />Coast Guard cutter familiarization tours and joint training will be conducted <br />semi-annually. Cutter familiarization tours for visiting cutters who are at Base <br />Portsmouth for one month or more are recommended. Joint drills should be <br />conducted semi-annually, one each afloat and ashore. Drills may be a tabletop <br />exercise or an integrated response drill. Additionally, U.S. Coast Guard units <br />are encouraged to include Fire, Rescue and Emergency services <br />representatives in formal training when practical. <br /> <br />(13) Portsmouth Fire, Rescue and Emergency services is aware that the u.s. <br />Coast Guard does not equip its small craft for firefighting. If Portsmouth Fire, <br />Rescue and Emergency services requires assistance in waterborne firefighting, <br />U.S. Coast Guard assets may be requested from Sector Hampton Roads. U.S. <br />Coast Guard assistance will be limited to providing a security perimeter and a <br />suitable platform for Portsmouth Fire, Rescue and Emergency services <br />personnel to supplement firefighting efforts using installed water systems for <br />emergency firefighting water. U.S. Coast Guard personnel will not actively <br />engage in firefighting while supporting Portsmouth Fire, Rescue and <br />Emergency services in a waterborne assistance scenario and will normally <br />remain within an enclosed space for limited protection from smoke inhalation. <br /> <br />(14) Portsmouth Fire, Rescue and Emergency Services personnel are aware that <br />U.S. Coast Guard regulations require specified protective equipment to be <br />worn at all times while aboard underway Coast Guard vessels. Some of these <br />requirements are tied to water temperature and increase as water temperature <br />decreases. The Fire Chief and Commander, U.S. Coast Guard Sector <br />Hampton Roads will determine the appropriate protective equipment for <br />Portsmouth Fire, Rescue and Emergency Services personnel embarked aboard <br />Coast Guard vessels. <br /> <br />(15) In order to conform to the requirements of the U.S. Coast Guard relative to <br />release of public information, requests for information relative to fires at the <br />U.S. Coast Guard Base Portsmouth will be referred to the Public Information <br />Officer of the Fifth Coast Guard District. <br /> <br />(16) Portsmouth Fire, Rescue and Emergency Services personnel and vehicles <br />will be permitted access through the gate of the U.S. Coast Guard Base <br />Support Unit Portsmouth, without unnecessary delay when responding to <br />emergency situations; however, they shall inform security personnel of their <br /> <br />3 <br />
