<br />R-09-24 <br /> <br />A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AND <br />SUBMIT A SUBST ANIAL AMENDMENT TO THE FY 2009 (FFY 2008) <br />ANNUAL ACTION PLAN TO THE U.s. DEPARTMENT OF HOUSING AND <br />URBAN DEVELOPMENT FOR HOMELESSNESS PREVENTION AND RAPID <br />RE-HOUSING PROGRAM FUNDS. <br /> <br />WHEREAS, the U.S. Department of Housing and Urban Development (HUD) <br />was authorized by Congress under Title XII of the American Recovery Act of 2009 <br />(Recovery Act) to provide communities with financial assistance and services to either <br />prevent individuals and families from becoming homeless or help thosewho are <br />experiencing homelessness to be quickly re-housed and stabilized; and <br /> <br />WHEREAS, the City of Portsmouth has been awarded $724,490 of Homeless <br />Prevention and Rapid Re-housing Program (HPRP) funds through the Recovery Act; and <br /> <br />WHEREAS, HUD requests submittal of a substantial amendment to the FY 2009 <br />Annual Action Plan for City of Portsmouth to receive HPRP funds; and <br /> <br />WHEREAS, the completed substantial amendment is on display for public <br />comment from April 19, 2009 to May 1,2009; and <br /> <br />WHEREAS, no local matching funds are required to obtain the monies. <br /> <br />NOW, THEREFORE BE IT RESOLVED by the Council of the City of <br />Portsmouth that the City wishes to submit a substantial amendment to its FY 2009 <br />Annual Action Plan to HUD to receive $724,490 in Homelessness Prevention and Rapid <br />Re-housing Program funds to assist with at-risk and homeless individuals and families in <br />Portsmouth to stabilize their housing or find decent housing. <br /> <br />BE IT FURTHER RESOLVED that City Manager Kenneth L. Chandler is <br />hereby authorized to sign and submit appropriate documents for the submittal of the <br />substantial amendment. <br /> <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on April 28, 2009. <br /> <br />Teste: <br /> <br />City Clerk <br />
