<br />(h) The project provides parking, building access and pathways for persons with disabilities <br />in accordance with the requirements of the Americans with Disabilities Act. <br /> <br />2. That Virginia Supportive Housing is hereby granted a use permit pursuant <br />to Section 40-112 of the Code of the City of Portsmouth, Virginia (2006) for the <br />operation of Single-Room Occupancy (SRO) facility on property described asfollows: <br /> <br />UP-08-20 <br /> <br />All of that property bounded by South Street on the south, <br />Lansing Avenue on the west, Clifford Street on the North <br />and Richmond A venue on the east excepting the property <br />known as 1622 South Street. <br /> <br />and <br /> <br />3. That the use permit is approved subject to the following conditions which <br />shall be observed by the applicant and any successor in interest: <br /> <br />(a) The facility shall contain no more than 60 units. <br /> <br />(b) That portion of Griffin Street between Lansing Avenue and Richmond <br />Avenue must be closed prior to site plan approval. <br /> <br />(c) Prior to site plan approval, a subdivision plat must be recorded which <br />creates no ore than two parcels of land. <br /> <br />(d) Prior to the issuance of a Certificate of Occupancy an operational plan <br />shall be reviewed and approved by the Director of Planning. <br /> <br />(e) A business plan approved by the Director of Planning must be provided <br />that addresses case management and property management. <br /> <br />(f) Prior to the issuance of a Certificate of Occupancy detailed applicant <br />screening policies and criteria must be reviewed and approved by the <br />Director of Planning. <br /> <br />(g) Prior to the issuance of a Certificate of Occupancy a detailed description <br />of supportive services that will be provided and a list of service providers <br />must be reviewed and approved by the Director of Planning. <br /> <br />(h) Prior to the issuance of a Certificate of Occupancy a set of facility <br />regulations including, but not limited to, rules that govern visitors, times <br />doors are locked, unauthorized resident absences, vehicle ownership <br />
