<br />DECLARATION OF LOCAL EMERGENCY <br /> <br />WHEREAS, the City of Portsmouth, Virginia is facing a condition of extreme peril to the lives, <br />safety, and property of the residents of the City in connection with an extreme weather condition <br />commonly known as "The November Nor-easter"; and <br /> <br />WHEREAS, as a result of this extreme peril, the declaration of a local emergency is necessary to <br />permit the full powers of government to deal effectively with this condition of peril; <br /> <br />NOW, THEREFORE, IT IS DECLARED, pursuant to the powers granted by Section 2-658 of <br />the Code of the City of Portsmouth and Article V of the Portsmouth City Charter. that a LOCAL <br />EMERGENCY exists in the City of Portsmouth, effective the 12 th day of November, 2009 at <br />0900 hours. <br /> <br />All government officials are hereby vested with such authority as may be granted by law by <br />reason of this declaration. <br /> <br />/1H /)L <br /> <br />Kenneth L.
