<br />Community College Portsmouth Campus; and it shall engage in a methodical and thorough <br />program to inform potential developers of the numerous development incentives that are <br />uniquely available in Portsmouth. <br /> <br />5. That during this period of economic slowdown, the City shall prepare for the <br />inevitable upturn in the economy by identifying key development sites that it already owns or <br />controls, and also key privately owned development sites whose owners are amenable to working <br />with the City, and having them made "shovel ready" for future development with regard to such <br />items as zoning, public utilities, road access, clear title, master planning, and environmental <br />condition. It shall be a goal of the City to transfer tax-exempt, undeveloped or underdeveloped <br />land owned by the City and its affiliated organizations to taxable and beneficial developed uses <br />to the greatest extent possible. <br /> <br />6. In pursuing the goals of this resolution, the City shall consider and evaluate all <br />relevant development processes, including competitive awards, sole source contracts, and the <br />Virginia Public-Private Education Facilities and Infrastructure Act of 2002 as set forth in Section <br />56-575.1 et seq. of the Code of Virginia, and it shall exercise thorough financial prudence and <br />due diligence in all ways. <br /> <br />7. The City Manager shall prepare an action and implementation plan for all matters <br />encompassed in this resolution. There shall be semi-annual meetings at which City Council will <br />revisit these goals and action items, determine status, and make any necessary adjustments. <br /> <br />8.
