<br />WHEREAS, PORTCO's entire management and executive staff are located in the <br />immediate proximity ofNMCP, thus assuring direct oversight, responsiveness, communication, <br />and accountability for the services to be provided, and <br /> <br />WHEREAS, because the work to be performed is to be local, the Allocation should be <br />made to a local entity, and <br /> <br />WHEREAS, the Allocation is to be made by NISH, the Central Non-Profit Agency <br />charged with the project, and NISH has already acknowledged that PORTCO presented this <br />specific opportunity to NISH and that Portco was the lead agency in identifying and advancing <br />the opportunity, in compliance with essential criteria for allocation, and <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br />1. That the City of Portsmouth hereby expresses its support for award ofthe Allocation <br />to PORTCO instead of an out-of-community, out-of-state organization. <br /> <br />2. That award of the Allocation to PORTCO would be in the best interests ofNMCP, <br />NISH, and the public. <br /> <br />3. The City Clerk shall cause this resolution to be transmitted to appropriate <br />governmental authorities and also to members of Portsmouth's Congressional delegation. <br /> <br />Adopted by the Council of the City of Portsmouth, Virginia, at a meeting held on <br />November 24,2009. <br /> <br />Teste: <br /> <br />City Clerk <br />
