<br />R-09-67 <br /> <br />A RESOLUTION CONCERNING PORTCO AND AN ALLOCATION TO PROVIDE <br />CERT AIN SERVICES TO THE NAVAL MEDICAL CENTER, PORTSMOUTH, <br />VIRGINIA. <br /> <br />WHEREAS, PORTCD, Inc. ("PORTCO") is a nonprofit organization that has since 1991 <br />provided extensive assistance and employment to persons with disabilities throughout the <br />Hampton Roads region, part of which assistance has entailed a sheltered workshop for mentally <br />disabled adults; and <br /> <br />WHEREAS, POR TCD has been recognized for its service by numerous regional awards <br />including the Usdane Award, and it is fully accredited by the Council for Accreditation of <br />Rehabilitative Facilities; and <br /> <br />WHEREAS, PORTCD has provided services successfully and efficiently to numerous <br />state, federal, and local government agencies over the years, including the Naval Medical Center <br />Portsmouth, Virginia ("NMCP"), and <br /> <br />WHEREAS, POR TCD has contributed immeasurably to the dignity of many disabled <br />citizens throughout the region by providing meaningful, quality, and sustained employment for <br />disabled citizens, and <br /> <br />WHEREAS, PORTCO has over the years demonstrated stability, efficiency, sound <br />management, and competent financial administration in the implementation of numerous <br />government allocations, contracts, and grants; and <br /> <br />WHEREAS, PORTCO has identified an allocation for Combined Facilities Management <br />Housekeeping Executive Services for NMCP (the "Allocation") and is seeking the award of <br />same, and <br /> <br />WHEREAS, the Allocation will provide approximately 200 employment positions within <br />the community, including at least 100 to 150 jobs for persons with disabilities, and <br /> <br />WHEREAS, under customary procedures for allocations of this type, PORTCO is the <br />first priority organization to be awarded the Allocation, and <br /> <br />WHEREAS, PORTCD has through its extensive performance history over the past <br />eighteen years demonstrated its ability to perform high level cleaning at prestigious government <br />properties properly and efficiently and has in fact already been performing a portion of the <br />Allocation for over seven years and has thereby established effective working relationships with <br />the incumbent project manager and associates <br /> <br />WHEREAS, consideration is now being given to award the Allocation to an out-of-state <br />company that would manage the Allocation from a distant location and then subcontract with <br />some other unknown and unproven entity or entities for performance of the services, and <br />
