<br />existing Waterfront W -1 district and adjacent to the southern branch of the Elizabeth River may
<br />be rezoned to the Waterfront W -1 designation after initial creation of the district.
<br />
<br />(2) Location. The Waterfront W -1 district designation shall only be applied to properties
<br />located along the banks of Scotts Creek and Owens creek north of the southern line of Spratley
<br />Street and its westward prolongation. This designation is not appropriate for the Downtown
<br />areas.
<br />
<br />Sec. 40-60.8. Signs permitted in Downtown zoning districts.
<br />
<br />In addition to the general requirements applicable to all signs set forth in this article, the
<br />following signs shall be permitted in the Downtown D-l and D-2 zoning districts:
<br />
<br />(I) Signs permitted without city approval:
<br />a. Incidental sign: In the D-l (T3, T4, T5, T6, and SD subdistricts) and D-2
<br />(General Urban Frontage, Storefront Frontage Townhouse Small Apartment,
<br />Workshop Frontage, Detached House subdistricts) districts.
<br />b. Name plate sign: In all D-l (T3, T4, T5, T6, and SD subdistricts) and D-2
<br />(General Urban Frontage, Storefront Frontage Townhouse Small Apartment,
<br />Workshop Frontage, Detached House subdistricts) districts.
<br />c. Residential freestanding sign: In the D-1 (T3, T4, T5, T6, and SD subdistricts)
<br />and D-2 (General Urban Frontage, Storefront Frontage Townhouse Small
<br />Apartment, Workshop Frontage, Detached House subdistricts) districts.
<br />d. Temporary sign: In the D-l (T3, T4, T5, T6, and SD subdistricts) and D-2
<br />(General Urban Frontage, Storefront Frontage, Workshop Frontage, subdistricts)
<br />districts.

<br />(2) Signs permitted after a certificate of compliance is issued:
<br />a. Banner sign, permanently mounted: In the D-l (T4, T5, T6, and SD
<br />subdistricts) and D-2 (General Urban Frontage, Storefront Frontage, Workshop
<br />Frontage, subdistricts) districts.
<br />b. Canopy sign: In the D-l (T4, T5, T6, and SD subdistricts) and D-2(General
<br />Urban Frontage, Storefront Frontage Townhouse Small Apt., Workshop Frontage
<br />subdistricts) district.
<br />c. Changeable copy sign: In the D-l (SD subdistrict) and D-2(General Urban
<br />Frontage, Storefront Frontage, Workshop Frontage, subdistricts) districts.
<br />d. Freestanding sign; up to eight feet in height: In the D-l (T5, T6, subdistricts)
<br />and D-2(General Urban Frontage, Storefront Frontage, Workshop Frontage
<br />subdistricts) districts.
<br />e. Freestanding sign; up to 26 feet in height: In the D-l (SD subdistrict) district
<br />only.
<br />f. Historic and memorial marker: In all Downtown zoning subdistricts.
<br />g. Institutional canopy sign: In the D-l (T4, T5, T6, and SD subdistricts) and D-
<br />2 (General Urban Frontage, Storefront Frontage, Workshop Frontage,
<br />subdistricts) districts.
