<br />Section 40.56.6 Parking. <br /> <br />No off-street parking or loading facility shall be required for those properties zoned T5 or <br />T6 and which are located downtown, east of Effingham Street and north of Interstate 264. Where <br />parking or loading is provided, parking shall be provided as outlined in Part 7 of the Appendix B <br />of this Code. <br /> <br />Sec. 40-56.7. Downtown Districts, properties; publicly-owned property. <br /> <br />The city manager or other appropriate city official shall file an application for a <br />certificate of appropriateness for the proposed construction, alteration, renovation, or razing of <br />any historic city-owned building or structure, and shall adhere to all other requirements of this <br />division. For buildings and structures owned by other governmental entities or public utilities <br />companies, the city manager or other appropriate city official shall request that such owners <br />submit an application for a certificate of appropriateness and adhere to all requirements of this <br />division. <br /> <br />Nothing in this article or section shall be construed to prevent the construction, <br />reconstruction, alteration, or demolition of any such elements that the authorized city officers <br />certify as required for public safety. <br /> <br />Civic use buildings that are not required to obtain a Certificate of Appropriateness are <br />exempt from the Building Envelope Standards. <br /> <br />Sec. 40-56.8. Demolition by Neglect. <br /> <br />(a) No structure within a Downtown District shall be allowed to deteriorate due to <br />neglect. Deterioration due to neglect shall constitute demolition by neglect when: <br /> <br />(I) Deterioration of the exterior of a building occurs to the extent that it creates, or <br />permits, a hazardous or unsafe condition; or <br /> <br />(2) Deterioration of exterior walls or other vertical supports, horizontal members, <br />roofs, chimneys, exterior wall elements such as siding, wooden walls, brick, <br />plaster, or mortar occurs to the extent that it adversely affects the character ofthe <br />district or could reasonably lead to irreversible damage to the structure or lead to a <br />hazardous condition. <br /> <br />(b) The Committee shall monitor the condition of properties to determine if they are <br />being allowed to deteriorate by neglect. In the event that the Committee receives a complaint or <br />determines that a structure is being demolished by neglect, it shall notify the zoning <br />administrator and the building official of such complaint or neglect stating the reasons for such <br />notice, and shall set forth the steps that it believes need to be taken to remedy the situation. <br />
