<br />(I <br /> <br />(d) Tethered balloons containing a commercial message. For the purpose of this article, <br />balloons greater than two feet in diameter with a tether more than two feet long extending from <br />the roof or structure by means of a rope, string, or other device shall be prohibited. <br /> <br />(e) Portable or nonstructural signs not otherwise exempted or permitted, For the <br />purposes of this article, a sign shall be considered nonstructural if it has no permanently mounted, <br />self-supporting structure or is not an integral part of a building, This section shall include signs <br />mounted on wheels and otherwise constructed to be used as a temporary sign display. <br /> <br />(f) Obsolete signs containing sign copy, print, or graphics which advertise an activity, <br />business, product, or service no longer produced or conducted. An exception to the immediate <br />removal of obsolete sign copy, print or graphics will occur where the owner or lessor of the <br />premises on which the sign is located is seeking a new tenant, then the sign copy, print or <br />graphics shall be removed by the owner or lessor no more than 90 days from the date of vacancy <br />of the premises on which the obsolete sign is located. <br /> <br />(g) Animation. Animation of signs is prohibited, except as provided in this subsection, <br />Animation shall include any form of movement or the appearance of movement of the sign or any <br />part thereof, whether such movement or appearance is mechanical, windblown, electrical or <br />electronic, However, for the purposes of this article, revolving signs and changeable copy signs, <br />where permitted, are not considered animated signs. <br /> <br />Sec. 40-65. Administration and Enforcement. <br /> <br />Administration and enforcement of the provisions of this article shall be as set forth in <br />sections 40-65.1 through 40-65.6. <br /> <br />Sec. 40-65.1. Purpose. <br /> <br />The purpose of Article V is to encourage the effective use of signs as a means of <br />communication in the city, to maintain and enhance the aesthetic environment and the city's <br />ability to attract sources of economic development and growth; to improve pedestrian and traffic <br />safety, to minimize the possible adverse effect of signs on nearby public and private property, and <br />to enable the fair and consistent enforcement of these sign restrictions. Article V is adopted under <br />the zoning authority of the city in furtherance of the more general purposes set forth in the zoning <br />ordinance. <br /> <br />Sec. 40-65.2. Applicability. <br /> <br />Signs shall be permitted on private property in the city in accordance with this article. <br /> <br />Sec. 40-65.3. Computations related to signs; Maximum sign area totals. <br /> <br />Computations related to the interpretation and construction ofthis article shall be made in <br />accordance with the following principles: <br /> <br />(a) Advertising display area. The advertising display area shall be computed as the <br />area encompassed by one continuous line connecting the extreme points or edges of a sign. The <br />structural supports for a sign, whether they be columns, pylons or a building or part thereof, shall <br />not be included in the advertisement area unless they are designed as integral parts of the display <br />
