<br />of no greater than 14 feet in height shall create a comfortable walking environment. <br />Pedestrian amenities (such as benches) shall be consistent with city standards for outdoor <br />furniture downtown and shall also be provided, as appropriate, throughout the <br />development site. <br /> <br />(3) Street trees. Street trees shall be located by the developer in tree pits or <br />tree lawns established between the curb and the sidewalk after approval by the Planning <br />Department and City Arborist. The distance between street trees shall be determined by <br />the design of the site and building to provide for an integrated landscaped theme. The <br />Planning Department and the City Arborist shall also approve tree selection. Spacing and <br />tree selection shall ret1ect the urban character and enhance the viewscapes of the <br />waterfront and downtown areas. <br /> <br />(4) Open Space. Each master plan shall provide for at least 20% ofthe total lot <br />area in open space. Open space may be in the form of roof gardens, brick gardens, <br />landscape ground level spaces and atriums. Each such space to be considered as "open <br />space" must contain landscaping, public art form elements, pedestrian elements and blend <br />with the architecture of the development. City Council shall have the ability during the <br />rezoning process to reduce this 20% figure to no less than 15%, should they determine <br />the design being submitted is in keeping with the vision and desires of the city and this <br />zoning district. <br /> <br />Section 40-50.15. Minimum criteria for district designation. <br /> <br />The following minimum criteria must exist for designation of a W-l district: <br /> <br />(1) Minimum land area. The proposed district shall contain at least six contiguous <br />acres. The proposed district may contain roadways, and the area of roadways may be included in <br />the district's area calculation. Additional parcels under six acres in size that are contiguous to an <br />existing Waterfront W -1 district and adjacent to the southern branch of the Elizabeth River may <br />be rezoned to the Waterfront W-l designation after initial creation of the district. <br /> <br />(2) Local ion. The Waterfront W -1 district designation shall only be applied to <br />properties between Crawford Street and its southerly prolongation to the facility known <br />as the Norfolk Naval Shipyard and the waters of the Southern Branch of the Elizabeth <br />River. <br /> <br />Section 40-50.16. Allowable uses. <br /> <br />(a) Except as otherwise specified in this division, uses in the Waterfront W-l <br />district shall be allowed only in accordance with Table 40-50.16. <br />
