<br /> <br />(4) The plaza area of Middle Street between High Street and County Street, <br />adjacent to the Children's Museum of Virginia. <br /> <br />(c) This section shall not be interpreted or applied to: <br /> <br />(1) Lawful picketing, demonstrations, or the exercise of the right of free <br />speech. <br /> <br />(2) Any person experiencing a medical emergency <br /> <br />(3) Persons observing parades, festivals, or other public events <br /> <br />(4) Persons in an orderly line awaiting an opportunity to purchase tickets to a <br />movie or other performance event. <br /> <br />(d) Before charging any person with an offense under this section, the enforcing <br />officer shall first inform the person that the conduct in question is prohibited, direct the person to <br />cease the conduct and move on, and give the person a reasonable opportunity to comply. <br />Thereafter, if there is no compliance, the person may be charged. If a person has received such a <br />warning and within twenty-four hours again engages in conduct which comprises a violation of <br />this section, no further warning shall be required. <br /> <br />2. That Section 24-260, entitled "Definition of Loitering," of the Code of the City of <br />Portsmouth, Virginia (2006) is repealed. <br /> <br />3.
