<br />new certificate in order to commence any previously approved work or to complete any <br />work. Once begun, no project or work shall be left partially completed. On written <br />request from the applicant, the commission may grant a single extension of its approval <br />for a period of up to one additional year if, based upon submissions from the applicant, <br />the commission finds that conditions on the site and in the area of the proposed project <br />are essentially the same as when approval was originally granted. <br /> <br />(e) Any certificate of appropriateness shall also expire and become null and <br />void if such authorized work is suspended or abandoned for a period of 12 months after <br />being commenced. Any period or periods of time during which the right to use any such <br />certificate or permit is stayed pursuant to this article shall be excluded from the <br />computation of the 12 months. <br /> <br />(f) During construction or installation, the certificate of appropriateness shall <br />be posted on the property in a location where it shall be visible from the public right-of- <br />way. A complete set of the approved plans shall be retained on the premises and shall be <br />made available to designated staff. <br /> <br />(g) If the plans do not meet the commission's adopted standards and <br />guidelines or the applicant does not agree to the proposed conditions, the commission <br />shall deny the application. The commission shall not under any circumstances issue a <br />certificate of appropriateness containing conditions if the applicant does not consent to <br />the conditions. <br /> <br />(h) In the event that the commission rejects an application, it shall state its <br />reasons for doing so, and shall transmit notification of such reasons and actions to the <br />applicant in writing. The commission may suggest any alternative courses of action it <br />deems appropriate if it disapproves of the application submitted. The applicant, if he or <br />she so desires, may make modifications to the plans and may resubmit the application. <br /> <br />(i) Where an application covers a material change in the appearance of a <br />historic structure that would require the issuance of a building permit, the denial of the <br />application shall be binding upon city staff charged with issuing building permits. In such <br />a case, a building permit shall not be issued. <br /> <br />(j) The failure of the commission to approve or disapprove such plans and <br />specifications within 60 days from the date of application for the certificate, unless the <br />applicant agrees to an extension of time in writing, shall be deemed to constitute approval <br />of the plans and specifications as submitted, and the building official shall issue any <br />required permit, unless the planning director requests that the city council make a <br />determination on the application pursuant to the appeal procedures established by this <br />article. <br />
