<br />schools, day care centers, two-family dwellings and multifamily dwellings shall be <br />permitted only upon issuance of a use permit. In the Olde Towne Historic District, bed <br />and breakfast inns and limited service social establishments as defined herein shall be <br />permitted only upon issuance of a use permit. A combination of such residential and <br />professional office uses shall be permitted in the same building, provided that the <br />residential portion occupies not less than 50 percent of the floor area of the building. <br /> <br />For purposes of this section, a "limited service social establishment" shall mean <br />any establishment that: <br /> <br />(i) Is owner-occupied; <br />(ii) Is only open to one-time social events, such as teas, bridal showers, <br />receptions, etc.; <br />(iii) Admits guests by invitation only; <br />(iv) Is not open to the general public; <br />(v) Does not charge admission at the door; <br />(vi) Utilizes background music only from a stereo system or a musician <br />employing only one amplified instrument, provided that any music <br />produced may not be audible beyond the subject property; <br />(vii) Limits attendance to no more than 48 guests; <br />(viii) Utilizes only food and beverages prepared off-site; provided, <br />however, that the warming or chilling of food and beverages on- <br />site is permitted; <br />(ix) Hosts outdoor events only if allowed by use permit; <br />(x) Serves alcoholic beverages pursuant to a one-time banquet license <br />secured by a person other than the operator of the establishment; <br />and <br />(xi) Provides one parking space for every four guests. <br /> <br />A limited service social establishment may not be employed for regular meetings. <br />Signage shall be limited to one wall sign not to exceed four square feet. Such sign shall <br />not be illuminated and shall meet all zoning requirements including approval by the <br />Historic Preservation Commission. <br /> <br />(c) Historic Limited Business (HLB). All uses permitted in the Commercial <br />C-l zoning district shall be permitted. Multifamily dwellings and housing for the elderly <br />shall be permitted upon approval of a housing use permit by the city council. Residential <br />dwelling units may be incorporated in structures where the principal use is commercial or <br />semi-commercial under the regulations governing Commercial C-l zoning. Provided, <br />however, that a dwelling unit in the HLB zoning subdistrict containing one bedroom shall <br />incorporate no less than 400 square feet of usable floor area therein, a dwelling unit with <br />two bedrooms no less than 700 square feet and a dwelling unit with three bedrooms no <br />less than 800 square feet. <br /> <br />Uses permitted by right in cross-referenced districts shall also be allowed by right <br />in the related subdistrict.
