schools, day care centers, two-family dwellings and multifamily dwellings shall be permitted only upon issuance of a use permit. In the Olde Towne Historic District, bed and breakfast inns and limited service social establishments as defined herein shall be permitted only upon issuance of a use permit. A combination of such residential and professional office uses shall be permitted in the same building, provided that the residential portion occupies not less than 50 percent of the floor area of the building. For purposes of this section, a "limited service social establishment" shall mean any establishment that: (i) Is owner-occupied; (ii) Is only open to one-time social events, such as teas, bridal showers, receptions, etc.; (iii) Admits guests by invitation only; (iv) Is not open to the general public; (v) Does not charge admission at the door; (vi) Utilizes background music only from a stereo system or a musician employing only one amplified instrument, provided that any music produced may not be audible beyond the subject property; (vii) Limits attendance to no more than 48 guests; (viii) Utilizes only food and beverages prepared off-site; provided, however, that the warming or chilling of food and beverages on- site is permitted; (ix) Hosts outdoor events only if allowed by use permit; (x) Serves alcoholic beverages pursuant to a one-time banquet license secured by a person other than the operator of the establishment; and (xi) Provides one parking space for every four guests. A limited service social establishment may not be employed for regular meetings. Signage shall be limited to one wall sign not to exceed four square feet. Such sign shall not be illuminated and shall meet all zoning requirements including approval by the Historic Preservation Commission. (c) Historic Limited Business (HLB). All uses permitted in the Commercial C-l zoning district shall be permitted. Multifamily dwellings and housing for the elderly shall be permitted upon approval of a housing use permit by the city council. Residential dwelling units may be incorporated in structures where the principal use is commercial or semi-commercial under the regulations governing Commercial C-l zoning. Provided, however, that a dwelling unit in the HLB zoning subdistrict containing one bedroom shall incorporate no less than 400 square feet of usable floor area therein, a dwelling unit with two bedrooms no less than 700 square feet and a dwelling unit with three bedrooms no less than 800 square feet.
