Neglect in the maintenance of any building resulting in the <br />deterioration of a building to the extent that it creates or permits the existence of a <br />hazardous or unsafe condition as determined by the department of permits and <br />inspections and as further defined in Section 40-55.1. Demolition by neglect also includes <br />the removal of and/or the disposal of architectural features from the interior and/or <br />exterior to make the rehabilitation of the structure economically unfeasible. <br /> <br />Exterior architectural features. The architectural style, general design and <br />general arrangement of the exterior of a building, structure or object, including, but not <br />limited to, the type or texture of building materials and the type and style of all windows, <br />doors, signs, and other appurtenant architectural fixtures, details, features, or elements. <br /> <br />Exterior environmental features. Those aspects of the landscape or the <br />development of a site which affect the historical character of the property, including trees <br />with a caliper greater than two inches, walks, fences, walls, signs, lights, and other <br />appurtenances and elements. <br /> <br />Historic district. A geographically definable area consisting of public and/or <br />private property within the city, possessing a significant concentration, linkage, or <br />continuity of sites, buildings, structures, or objects united by past events or aesthetically <br />by plan or physical development. A district may also comprise individual elements <br />separated geographically but linked by association or history. An historic district shall <br />further mean an area designated by the City Council as an historic district pursuant to the <br />criteria established in section 40-55. <br /> <br />Historic property. An individual building, structure, site, or object, including the <br />adjacent area necessary for the proper appreciation thereof, designated by the City <br />Council as an historic property pursuant to the criteria established in section 40-55. <br /> <br />Historic structure. Any individually listed "historic property" as defined above <br />or structure contributing to a historic district as defined above as "contributing <br />properties. " <br /> <br />Material change in appearance. A change affecting either the exterior <br />architectural or environmental features of an historic property or any contributing or <br />noncontributing building, structure, site, object, or landscape feature within an historic <br />district, such as: <br /> <br />(a) Reconstruction or alteration of the size, shape, or facade of an historic <br />building, including relocation of any doors or windows or removal or alteration of any <br />architectural features, details, or elements. <br /> <br />(b) Demolition or relocation of an historic structure. <br />
