<br />!1R~ ."Q.O.7~"'~" <br /> <br />AN ORDINANCE TO AMEND CHAPTER 22 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) BY AMENDING SECTIONS 22-562(a)(I1), <br />22-576(b), 22-578(a), 22-611(b), 22-642(b), AND 22-664 THEREOF PERTAINING <br />TO THE ISSUANCE OF PARKING TICKETS. <br /> <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br /> <br />1. That Section 22-562 (a)(lI) of the Code of the City of Portsmouth, <br />Virginia (2006) be amended to read as follows: <br /> <br />Sec. 22-562. General parking prohibitions; interference with parked vehicle. <br /> <br />(a) No person shall park a vehicle, except when necessary to avoid conflict <br />with other traffic or in compliance with the directions of a police officer or traffic-control <br />device, in any of the following places: <br /> <br />(II) Wherever official signs prohibit parking completely or during or after <br />certain hours or days. <br /> <br />2. That Sections 22-576(b), 22-578(a), 22-611(b), 22-642(b), and 22-664 of <br />the Code of the City of Portsmouth, Virginia (2006) be amended and reordained to read <br />as follows: <br /> <br />Sec. 22-576. Parking in spaces reserved for persons with disabilities. <br /> <br />(b) It shall be the duty of each police officer or other uniformed city employee <br />or appointee whose normal duties include enforcing parking regulations to give to any <br />person operating a motor vehicle parked in violation of this section a summons or parking <br />ticket or to attach to the vehicle found so parked, a parking ticket which states that such <br />vehicle has been illegally parked in violation of this section and instructing the operator <br />to report to the city treasurer or the police records office of the police department within <br />14 days, to pay the sum of $200.00 due to his vehicle being illegally parked in violation <br />of this section. Upon failure of the violator to pay the penalty for the violation noted <br />herein, a summons or warrant for the prosecution of the violation shall be issued <br />according to law, without necessity of a warrant being obtained by the owner of the <br />private parking area. Any person convicted of a violation of this section shall be punished <br />by a fine of not less than $200.00 nor more than $500.00. <br /> <br />Sec. 22-578. Procedure and penalties for parking violations. <br /> <br />(a) Except where otherwise provided, it shall be the duty of each police <br />officer of the city, or other uniformed city employee or appointee whose normal duties <br />include parking enforcement, to give to the person operating a motor vehicle illegally <br />parked, a notice, or to attach to the vehicle found so parked, a notice to the owner that the <br />
