<br />uROINANCE HO.2007~9 <br /> <br />AN ORDINANCE TO AMEND CHAPTER 40 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) BY ADOPTING NEW SECTIONS 40-41.25 AND 40- <br />50 THROUGH 40-50.8 ESTABLISHING A MIXED USE-EMPLOYMENT CENTER <br />ZONING DISTRICT CLASSIFICATION. <br /> <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br /> <br />I. That Chapter 40 of the Code of the City of Portsmouth, Virginia (2006) is hereby <br />amended by the adoption of a new Section 40-41.25 to read as follows: <br /> <br />Sec. 40-41.25. Mixed Use/Employment Center (MX/EMP) district. <br /> <br />Primarily a district allowing the development of innovative, mixed use employment <br />eenters. <br /> <br />" That Article III of Chapter 40 of the Code of the City of Portsmouth, Virginia <br />(2001>) is hereby amended by the adoptioll ofa new DivisionS entitled '"Mixed Use Districts"' to <br />read as follows: <br /> <br />ARTICLE III. ZONING DISTRICTS <br /> <br />DIVISION 5. MIXED USE DISTRICTS <br /> <br />Sec. 40-50. Mixed use/employment center district; purpose. <br /> <br />The purpose of a mixed use/employment center (MX/EMP) district shall be to promote <br />the following: <br /> <br />I. Primary Goal. Creation ofa high quality, predominantly office/commercial <br />planned development. <br /> <br />II. Flexible Approach /0 DesiRI1. Availability of development requirements <br />adaptable to changing market conditions and encouragement of creativity in the <br />design of nc\\ employment centers. <br /> <br />Ill. Mix oll /.WI'. Integration of commerCial and residential uses into a largcr <br />cmployment center. This mix of uses should oecur both horizontally at the street <br />level and vertically within buildings in the district. <br /> <br />IV. Del'clolJlllcn/ Design. New development in the district meeting the following <br />characteristics: <br /> <br />a. Pedestrian-oriented streets capes <br />b. Conncctivity of street and pedestrian systems <br />c. Promote multi-modal transportation access <br />
