<br />Department of Housing and Urban Development and all applicable, federal and state laws, rules <br /> <br />and orders which prohibit the use of lead-based paint in residential structures undergoing <br /> <br />Federally-assisted construction or rehabilitation and require the elimination of lead-based paint <br /> <br />hazards. <br /> <br />b. Review of Plans <br /> <br /> <br />All prospective development plans, as described in Section C.3.a.(2), will <br /> <br /> <br />be carefully reviewed to insure that the proposed new development will be compatible with the <br /> <br /> <br />objectives of this Plan. In such reviews by the Authority, emphasis will be given to the aesthetic <br /> <br /> <br />and functional quality of the design of the proposed development and to the type of construction <br /> <br /> <br />materials. <br /> <br />E. Other Provisions Necessary to Meet State and Local Law <br /> <br /> <br />This Plan is based on the following conditions which are pursuant to the applicable <br /> <br /> <br />provisions of Virginia Law and all applicable codes, ordinances and regulations of the City: <br /> <br /> <br />I. Description of Existing Blight <br /> <br /> <br />As of adoption of the original Redevelopment Plan for the Centre A venue/Oak <br /> <br /> <br />Street Redevelopment Project, the Project Area was subject to the conditions hereinafter stated, <br /> <br />which are incorporated from said original Redevelopment Plan: The Project Area is substandard <br />by reason of obsolete land layout, crime and vacancy rates, dilapidation and deterioration of <br /> <br />structures, and other conditions detrimental to public health, safety, morals or welfare of the <br /> <br />City. The Project Area has a high crime rate; the Project Area's Census Block Group averages <br />over 100 Class A offenses per year. The land in the Project Area has been subdivided into small <br />parcels, and as a result sixty-five percent of the parcels in the Project Area are not buildable <br /> <br />under current codes. This has made development impossible, and as of the 2000 census no new <br /> <br />homes had been constructed in the Project Area for over a decade. Most structures in the Project <br /> <br />Area are therefore more than forty-five years old and are deteriorating. Because of the lack of <br />9 <br />
