<br />R-06-29 <br /> <br />A RESOLUTION APPROVING THE COMMUNITY PLANNING AND <br />DEVELOPMENT ZOO? ACTION PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA, <br />AND AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO <br />OBT AIN THE CITY'S COMMUNITY PLANNING AND DEVELOPMENT GRANT <br />ENTITLEMENTS. <br /> <br />WHEREAS. pursuant to the Housing and Community Development Act of 1974. as <br />amended. and the Cranston - Gonzalez National Affordable Housing Act of 1992, as amended, <br />("Acts"). financial assistance is provided to enable localities to provide decent housing, establish <br />and maintain suitable living environments, and expand economic opportunities for low to <br />moderate income residents; and <br /> <br />WHEREAS, each of the community planning and development programs (Community <br />Developmcnt Block Grant and HOME) shall be operated on a single consolidated program year; <br />and <br /> <br />WHEREAS. the required public hearing has been held and the City Council has <br />reviewed thc proposed Community Planning and Development 2007 Action Plan ("2007 Action <br />Plan"'): and <br /> <br />WHEREAS. it is necessary that this Council take official action regarding the 2007 <br />\,tionl'lan to comply with the regulations of the aforcmentioned Acts: and <br /> <br />WHEREAS. this Council is aware of the federal regulations governing the undertaking <br />and carrying out of activities under the community planning and development programs: and <br /> <br />WHEREAS, this Council recognizes its responsibility to direct that safeguards be <br />established to protect employees from using their positions for a purpose that gives the <br />appearance of being motivated by a desire for private gain for themselves or others, particularly <br />those with whom they have family, business or other ties; and <br /> <br />WHEREAS. this Council has found that the proposed 2007 Action Plan is appropriate to <br />meet the needs of the City and, therefore, is acceptable, <br /> <br />NOW THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia. that the proposed Community Planning and Development 2007 Action Plan having <br />hcen reviewed and considcred, said Plan be and hereby is approved as final in all respects, and <br />the City Manager is hereby authorized to file any additional information as may be required with <br />the Department of Housing and Urban Development in order to obtain funding for the programs <br />addressed in thc PI,m <br />
