The buffer will be constructed by the contract purchaser of the property and contain a Landscape Group I screen as defined by Section 40-73 of the City Code, and preserve as many existing, healthy and mature trees as possible within the landscaped buffer. A detailed landscaping plan (including plant types, berm or fence materials) will be submitted to the Planning Department for review and approval with the site plan as part of the building permit application. (d) A storm and surface water management facility ("BMP") will be constructed by the contract purchaser of the property in the portion of the property between the above-described landscaped buffer and the edge of the rear parking lot abutting the residential zone. The BMP will be reserved by a declaration of covenants benefiting the City of Portsmouth in a form approved by the City Attorney. The design, size and layout of the BMP will be submitted to the Planning Department for review and approval with the site plans as part of the building permit application. (e) The hours of operation for the dealership will be limited to: Monday through Friday 7:00 a.m. to 10:00 p.m. Saturday 8:00 a.m. to 9:00 p.m. Sunday 11 :00 a.m. to 7:00 p.m. (f) Work bay overhead doors will not be visible on the portion of the building fronting the Western Branch Boulevard. (g) There will be no outside paging speakers. (h) Lighting in the parking lot will be provided by cut-off fixtures that are directed downward such that the lamp does not create glare on the abutting residential properties. (i) Car carriers and parts delivery vehicles will be directed to off load their materials at the rear of the building. 4. That this ordinance shall take effect on the date of its adoption.
