<br />. <br /> <br />Section XX. AMENDMENT OF THE RULES <br /> <br /> <br />. These rules may be amended or new rules adopted by a majority vote of all the members of <br /> <br /> <br />Council. Any such alterations or amendments shall be submitted at a regular meeting and shall then <br /> <br /> <br />be placed on the agenda under the order of business for consideration at the next regular meeting <br /> <br /> <br />thereafter. This requirement may be waived only by unanimous consent of the Council. <br /> <br />. <br /> <br />. <br /> <br />Section XXI. APPLICABILITY OF ROBERT'S RULES OF ORDER <br />Robert's Rules of Order shall govern the City Council in all cases to which they are <br />applicable and in which they are not inconsistent with the rules of the Council or applicable special <br />or general law. <br /> <br />Section XXII. CLOSED MEETINGS. <br /> <br /> <br />A closed meeting allows the City Manager and the City Attorney the opportunity to brief City <br /> <br /> <br />Council on matters facing the City under circumstances in which the public interest would not be <br /> <br /> <br />best served by discussion in open session. The topics which may be discussed in a closed meeting <br /> <br /> <br />are limited to topics which may permissibly be discussed in closed meetings pursuant to the Virginia <br /> <br /> <br />Freedom ofInformation Act. A closed meeting is permitted when authorized by law; but it is not <br /> <br /> <br />required. City Council may conduct a closed meeting only after a recorded roll call vote to go into <br /> <br /> <br />a closed meeting, in the manner required by law. At the conclusion of a closed meeting, City <br /> <br /> <br />Council shall vote on certification of the propriety of the discussion that took place therein, by <br /> <br /> <br />recorded vote in the manner required by law. Newly elected Council Members whose terms have <br /> <br /> <br />not commenced shall be invited to attend all closed meetings and may participate in discussions at <br /> <br /> <br />closed meetings and during work sessions. <br /> <br />Draft 1.1 <br /> <br />10 <br />
