maximum allowable area for the number of dwelling units, and the maximum <br />allowable area devoted to residential purposes; <br /> <br />(d) The quantity, quality, utility, size and type of the project's open space and <br />landscaping improvements is sufficient to offset the decreases in dimensional <br />requ/rements or other deviations from the zoning district in which the project is <br />located; <br /> <br />(e) The project's internal traffic circulation system is adequate to provide for <br />the convenient and safe movement of vehicles and pedestrians, and the project <br />will not cause surrounding streets and roads to exceed their safe capacities; <br /> <br />(f) The quantity, quality, utility and type of the projecfs community and <br />common facilities are sufficient to offset the decreases in dimensional <br />requirements and other deviations from the zoning district in which the project is <br />located; <br /> <br />(g) The project complies with the standards for approval of a use permit set <br />forth in Section 40-106 of the Code of the City of Portsmouth, Virgima; and <br /> <br />(h) The project provides parking, building access and pathways for persons <br />with disabilities in accordance with the requirements of the Americans with <br />Disabilities Act. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia that: <br /> <br /> 1. A group housing use permit for the construction of 37 residential <br />condominium units is hereby granted subject to the following terms and conditions which <br />shall apply to the applicant and any successor in interest: <br /> <br /> (a) The group housing project shall be limited to 37 eondomimum units. The <br /> applicant shall construct the condominium m~its in accordance with the <br /> documents titled "Preliminary Site Plan"." Preliminary Renderings", "Preliminary <br /> Elevations", and "Preliminary Floor Plans" on file in the Department of Planning <br /> and Zoning. The exteriors of the condominiums shall be constructed of a <br /> combination of brick and vinyl siding, as shown on the Preliminary Elevations <br /> and the Preliminary Renderings. The Director of Plarming and Zoning may <br /> approve minor modifications to the plan. <br /> <br /> (b) Landscaping shall be installed in accordance with the document titled <br /> "Landscape PLan-Group Housing Permit" on file in the Department of Planning <br /> and Zoning. The Director of Planning and Zoning must approve any minor <br /> modifications. <br /> <br />(c) Street lighting with high-pressure sodium fixtures shall be provided in all <br />parking areas in accordance with Illumination Engineering Standards for <br /> <br /> <br />
