Sec. 13-134. Administration and enforcement of article. <br /> <br /> The chief of the Department of Fire, Rescue and Emergency Services is authorized to <br />administer and enforce this article. <br /> <br /> 3. That the Code of the City of Portsmouth, Virginia (1988) is hereby amended by <br />the adoption of new Sections 13-31, 13-33, and 13-34 to read as follows: <br /> <br />Sec. 13-31. Created; composition. <br /> <br /> There is hereby created a department of fire protection, which shall be composed of the <br />fire companies located throughout the city, headed by a chief of fire protection. <br /> <br />Sec. 13-33. Departmental rules and regulations. <br /> <br /> The chief of fire protection, with the approval of the city manager, shall make roles and <br />regulations concerning the operation of the department of fire protection, the conduct of the <br />officers, employees and members thereof and, their uniforms, equipment, training and <br />procedures. <br /> <br />See. 13-34. Composition and service areas of fire companies generally. <br /> <br /> (a) The fire companies shall consist of such officers, employees and members as shall <br />be provided by the city manager or the chief of fire protection. <br /> <br /> (b) The fire companies shall serve such areas as shall be designated by the chief of <br />fire protection. <br /> <br /> 4. That Sections 13-6 and 13-60 of the Code of the City of Portsmouth, Virginia <br />(1988) be, and hereby are, repealed. <br /> <br /> 5.
